HEARING - Consider recommendations regarding an On Bill Financing Agreement for Exterior Lighting Project at Various Santa Barbara County Facilities, First and Second District, as follows: (EST. TIME: 15 MIN.)
a) Find, in accordance with Government Code Section 4217.13, that funds for the repayment of an On-Bill loan from Southern California Edison (SCE), for an exterior lighting energy savings project, are projected to be available from funding that otherwise would have been used for purchase of electrical energy in the absence of the completion of the exterior lighting project, and that the terms of the On-Bill Financing Loan Agreement are in the best interests of the County;
b) Approve and authorize the Chair to execute an On-Bill Financing Loan Agreement, in a form substantially similar to the Agreement for Local Government/Institutional Customer Projects, for an On Bill 0% financing Loan from SCE in the amount of $134,445.89 with a 5.1-year term to fund energy efficient exterior lighting upgrades at various County facilities; and
c) Determine that the recommended actions are exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (minor alterations to existing facilities) as they relate to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features.
