Title: Consider recommendations regarding Amendment No. 5 to Outside Counsel Contract with Snow Spence Green, LLP, as follows: (4/5 Vote Required) a) Approve and authorize the Chair to execute Amendment No. 5 to the Agreement for Professional Legal Services with Snow Spence Green, LLP, increasing the not-to-exceed amount from $170,000.00 to $220,000.00 and extending the term to April 1, 2021; and b) Determine that the above actions are not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(5) of the CEQA Guidelines, because they consist of administrative activities of government that will not result in direct or indirect physical changes in the environment.
