Title: HEARING - Consider recommendations regarding Board approval of changes to the current Quagga Mussel Program protocols at Cachuma Lake and for consideration of fee adjustments for the program, as follows: (EST. HEARING - Consider recommendations regarding Board approval of changes to the current Quagga Mussel Program protocols at Cachuma Lake and for consideration of fee adjustments for the program, as follows: (EST. TIME: 30 MIN.)
 
a) Approve changes to the current Quagga Mussel Program boat inspection, tagging, and washing protocols and operational practices at Cachuma Lake County Park, to eliminate boat washing from the protocols;
 
b) Adopt a Resolution adjusting fees at Cachuma Lake County Park increasing the daily boat launch fee from $8 to $13, the annual boat launch fee from $65 to $120, and the annual senior boat launch fee from $55 to $100, and approve the Notice of Exemption pursuant to the California Environmental Quality Act (CEQA) guidelines; and
 
c) Approve the County of Santa Barbara Water Agency's ongoing annual contribution of up to $60,000 for the Quagga Mussel Program, which is allowable under the Water Agency's mission to preserve the water supply.
 
d) COMB's offer of a one-time contribution, in the amount of $60,000, for the continuation of the County's boat washing program at Cachuma Lake for one year shall be accepted on condition that neither the County, its agencies and departments, nor COMB nor any of its Member Units, are waiving any rights whatsoever, including but not limited to any causes of action, immunities or defenses, by the offer and acceptance of this contribution; and
 
The Parks Department is directed to:
 
i) Collect the contribution;
 
ii) Continue the boat washing program for the remainder of FY 2008-09 and for the first nine months of FY 2009-10 and pursue a partnership with COMB for future funding of the program; and
 
iii) Return to the Board in compliance with the County's adopted policy of "Acceptance of Gifts by County," with a recommendation for formal acceptance and a corresponding budget revision.
