Title: Consider recommendations regarding the 2011/2012 Agreement for Operations of a Countywide Free Library System, as follows: a) Approve and authorize the Chair to execute a one-year Contract between the County of Santa Barbara and the Cities of Lompoc, Santa Barbara and Santa Maria for library services for the period of July 1, 2011 through June 30, 2012, for a total cost of $2,550,403.00 for Fiscal Year 2011/2012; and b) Find that the proposed action is the creation of a government funding mechanism and does not constitute a “Project” within the meaning of CEQA, pursuant to 14 CCR 15378 (b)(4).
