Title: Consider recommendations regarding Santa Barbara Unified School District Facilities Improvement District, as follows: a) Adopt a Resolution to make applicable to the Santa Barbara Unified School District the provisions of the Education Code of the State of California permitting formation of School Facilities Improvement Districts; and b) Determine that the above action is not a project under the California Environmental Quality Act (CEQA), pursuant to Section 15378(b)(5) of the CEQA Guidelines, because it consists of organizational or administrative activities of government that will not result in direct or indirect physical changes in the environment.
