Title

Consider recommendations regarding a request for Waiver of Competitive Bidding for ReSource Center materials recovery facility equipment, Third District, as follows: (4/5 Vote Required)

 

a) Authorize the County Purchasing Agent to waive competitive bidding requirements per County Code Section 2-39(c) to procure proprietary waste processing equipment for the Public Works Department from Van Dyk Recycling Solutions, not a local vendor, in the amount not to exceed $691,652.65 ($628,775.14 with 10% contingency);

 

b) Approve Budget Revision Request No.0010121 increasing appropriations in Capital Assets in the amount of $692,000.00 in the Public Works Resource Recovery and Waste Management Enterprise Fund, which is funded by the release of Retained Earnings; and

 

c) Determine that pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15162 no substantial changes are proposed to the project, no substantial changes have occurred with respect to the circumstances under which the project is undertaken, and no new information of substantial importance has come to light regarding the environmental effects of the project or of the sufficiency or feasibility of mitigation measures, and therefore the authorization to waive competing bidding and approve a budget revision to purchase additional processing equipment for the ReSource Center is within the scope of the project covered by the Final Subsequent Environmental Impact Report (12EIR-00000-000020) SCH No. 2012041068 and Subsequent EIR Revision Letter and Errata dated May 27, 2016 certified by the Board of Supervisors on July 12, 2016, Final Subsequent EIR Addendum dated August 11, 2017 (revised October 26, 2017) considered by the Board of Supervisors on November 14, 2017. Therefore, no subsequent Environmental Impact Reports or Negative Declarations shall be prepared for this action.
