Title

Consider recommendations regarding submission of a Comment Letter to the U.S. Department of Housing and Urban Development (HUD) on Alternate Funding Formula for federal homeless Continuum of Care (CoC) Homeless Program Funds, as follows:

 

a) Receive and file a report on a July 25, 2016 Federal Register notice from HUD requesting public comments on a proposed change to the formula that allocates homeless CoC funding to homeless service providers;

 

b) Authorize the County Chief Executive Officer or her designee, to sign a letter to HUD in support of its adopting Alternative Formula “A”, which staff advises is the most beneficial for the distribution of funding to the Santa Maria/Santa Barbara CoC and the most appropriate formula in general for the distribution of CoC funding to local communities to reduce homelessness; and

 

c) Determine that the proposed action is exempt from the California Environmental Quality Act (CEQA) guidelines, pursuant to Section 15378(b)(4), finding that the project is a creation of a governmental funding mechanism or other government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment, and direct staff to file a Notice of Exemption.
