Consider recommendations regarding a First Amendment to the Services Agreement with Transitions - Mental Health Association for Mental Health Services for Fiscal Year (FY) 2026-2027, First Amendment to the Services Agreement with Telecare Corporation for Mental Health Services for FYs 2026-2028, as follows:
a) Approve, ratify, and authorize the Chair to execute a First Amendment for Services of Independent Contractor with Transitions - Mental Health Association (not a local vendor) (SCON-005849) to extend North County Full-Service Partnership Program and Lompoc Adult and Older Adult Full-Service Partnership Program services through March 31, 2027, and add $861,270.00 to the contract maximum for a revised total maximum contract amount not to exceed $3,967,865.00 with no change to the contract term of July 1, 2026, through June 30, 2027;
b) Approve, ratify, and authorize the Chair to execute a First Amendment to the Agreement for Services of Independent Contractor with Telecare Corporation (not a local vendor) (SCON-005854) to extend Full-Service Partnership Santa Maria Program services through March 31, 2027, and add $699,707.00 to the contract maximum for a revised total maximum contract amount not to exceed $12,036,610.00, inclusive of $7,203,410.00 for FY 2026-2027 and $4,833,200.00 for FY 2027-2028, with no change to the contract term of July 1, 2026, through June 30, 2028; and
c) Determine that the above-recommended actions are not projects that are subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)(4), finding that the actions are governmental funding mechanisms and/or fiscal activities that will not result in direct or indirect physical changes in the environment.
