Title: Consider recommendations regarding contracts for Santa Barbara County Wine Improvement District (SBCWID) assessment collection and district management, as follows: a) Approve and authorize the Chair to sign an Agreement for Services of Independent Contractor with HdL Companies NC (HdL) to provide assessment collection, administration and compliance services for the SBCWID for the term April 1, 2025 to June 30, 2030; b) Approve and authorize the Chair to sign an Agreement for Services with the Santa Barbara County Vintners' Association to manage SBCWID programs, including promotion and engagement efforts in accordance with the Management District Plan; and c) Determine that the above actions are not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(5) of the CEQA Guidelines because they consist of administrative activities of government that will not result in direct or indirect physical changes in the environment.
