Title

Consider recommendations regarding approval of HOME-ARP Allocation Plan and Action Plan Substantial Amendment, as follows:

 

a) Approve the Substantial Amendment to the Fiscal Year (FY) 2021-2022 Action Plan, which 1) adds HOME-ARP eligible activities, and 2) adds the use of $4,647,509.00 in federal Home Investment Partnership funds provided by the American Rescue Plan Act of 2021 (HOME-ARP), and direct staff to submit the Substantial Amendment to Housing and Urban Development (HUD);

 

b) Approve the HOME-ARP Allocation Plan, which details the HOME-ARP program activities and funding amounts, and direct staff to submit the Allocation Plan to HUD;

 

c) Authorize the County Executive Officer or her designee to execute all certifications, standard forms and other related documents required for the acceptance and administration of HOME-ARP funds and authorize the County Executive Officer or her designee to execute all certifications, standard forms, and other related documents required for the submittal to and approval by HUD of the Allocation Plan and Action Plan Substantial Amendment; and

 

d) Determine that the recommended actions are not the acceptance and approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the project is a creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
