Title
Consider recommendations regarding the Environmental Impact Report/Environmental Assessment Preparation Contract for Hollister Avenue-State Street Improvements Project, Public Works Project No. 862382, Federal Project HPLUL-5951(158), Second District, as follows:
a) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with Rincon Consultants, Inc., 180 North Ashwood Ave, Ventura, CA 93003, for a contract amount of $91,642.86 and a contingency of $8,017.85 for a total project authorization of $99,660.71 to complete the environmental document and cultural resource study for the Hollister Avenue-State Street Improvements Project;
b) Authorize the Director of Public Works or designee to approve amendments to the Agreement for Services of Independent Contractor with Rincon Consultants, Inc., in an amount not to exceed $8,017.85; and
c) Determine the above actions are not a project under the California Environmental Quality Act guidelines pursuant to Section 15378(b)(5) because it consists of organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
