Consider recommendations regarding Santa Monica Debris Basin Operational Improvement Project, First District, as follows: (4/5 Vote Required)
Acting as the Board of Directors, Flood Control and Water Conservation District:
a) Approve and authorize the Public Works Director, or designee, to execute a grant agreement and all related documents with Natural Resources Conservation Service in an amount of up to $4.7 million for the Santa Monica Debris Basin Operational Improvements Project, upon the advice and consent of County Counsel, Risk Management, and the Auditor-Controller;
b) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with Bengal Engineering Inc. (a local vendor) for professional design services in the amount of $692,907.00 for the period of November 5, 2019 through June 30, 2022 to provide professional engineering and design services for the Santa Monica Debris Basin Operational Improvements Project;
c) Approve and authorize the Public Works Director, or designee, to approve agreement amendments within the scope of work in an amount not to exceed $69,290.70 for a total Agreement amount not to exceed $762,197.70;
d) Approve Budget Revision Request (BJE No. 0006658) to increase appropriations in the amount of $700,000.00 in the Public Works South Coast Flood Zone fund to increase Capital Assets Infrastructure funded by a release of Restricted Purpose of Fund balance;
e) Authorize the Public Works Director to advertise and receive bids for construction of the Santa Monica Debris Basin Operational Improvements Project; and
f) For the purposes of the California Environmental Quality Act (CEQA) that:
i) These actions are within the scope of the Final Program Environmental Impact Report (PEIR) for the Updated Routine Maintenance Program [State Clearinghouse No. 2001031043] and subsequent addenda which adequately describes this activity for the purposes of CEQA; and
