Title: Consider recommendations regarding the approval of a Contract for Sanitation Services to resolve encampments in Santa Barbara County, as follows: a) Approve and authorize the Chair of the Board of Supervisors to execute a service contract (Agreement) with South Coast Funding Group, LLC, a Delaware limited liability company doing business as QwikResponse Restoration and Construction (QwikResponse) in the amount not to exceed $317,500.00, for the period of August 1, 2026, to June 30, 2028; and b) Determine that the above recommended action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15304 (Minor Alterations to Land), as the contemplated activities consist of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees, and direct staff to file a CEQA Notice of Exemption on that basis.
