Title: Consider recommendations regarding a First Amendment to Inmate Communications Service Agreement No. 9180002 with ViaPath Technologies for Incarcerated Persons Communications Services (IPCS), as follows: a) Approve, ratify, and authorize the Chair to execute the First Amendment to Inmate Communications Service Agreement No. 9180002 with ViaPath Technologies for IPCS, and authorize the Sheriff or designee to implement the amendment, which modifies the Agreement to ensure compliance with the California Public Utilities Commission (CPUC) framework governing inmate communication service rates and fees, with no change to the contract term of January 1, 2026, through December 31, 2028; and b) Determine that the above-recommended actions are not a project that is subject to environmental review under California Environmental Quality Act (CEQA), pursuant to (CEQA) Guidelines section 15378(b)(4), finding that the actions are governmental funding mechanisms and/or fiscal activities that will no...
