Consider recommendations regarding West Green Canyon Storm Drain Project (County Project No. SM8205), Fourth District, as follows:
a) Award the construction contract to the lowest responsible bidder Papich Construction (not a local vendor), subject to the provisions of documents and certifications, as set forth in the plans and specification applicable to the project and as required by law, in the amount of $2,733,719.00;
b) Authorize the Chair to execute the construction contract upon return of the contractor's executed contract documents, and the review and approval of the County Counsel, Auditor-Controller, and Risk Manager or their authorized representatives;
c) Approve a contingency fund in the amount of $149,185.95;
d) Approve plans and specifications for the project;
e) Approve and execute an Agreement with Fugro West Inc. (not a local vendor) for construction inspection services, for the period of May 11, 2004 through May 10, 2005, in an amount not to exceed $137,000;
f) Authorize a 15% contingency fund with Fugro West, Inc. in the amount of $20,550 for additional work that may be needed to complete the project;
g) Authorize the Chair to execute the Cooperative Agreement with the City of Santa Maria to jointly construct the West Green Canyon Storm Drain Project and the West Main Trunk Project.
