Consider recommendations regarding the Approval of Sub-Recipient Agreements for CARES Act funding for COVID-19 Homelessness Response, as follows:
a) Approve and authorize the Chair to execute agreements using CARES Act funds allocated through the State of California for continued COVID-19 homelessness response for the following proposed sub-recipients:
i) $447,274.00 to Good Samaritan Shelter for increased Emergency Shelter costs ($397,274.00) and the purchase of trailers ($50,000.00) for COVID-19 isolation;
ii) $56,775.00 to New Beginnings Counseling Center for increased Homeless Street Outreach costs;
iii) $248,763.00 to PATH Santa Barbara for increased Emergency Shelter costs;
iv) $92,639.00 to United Way of Northern Santa Barbara County (United Way) for increased homeless street outreach costs;
v) $72,168.00 to Domestic Violence Solutions (DVS) for increased Emergency Shelter costs;
vi) $101,883.00 to Unitarian Society/Freedom Warming Centers for increased Emergency Shelter costs;
vii) $196,425.00 to Transition House for increased Emergency Shelter costs; and
b) Determine that the recommended actions are not the acceptance and approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the project is a creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
