Consider recommendations regarding Coastal Resource Enhancement Fund (CREF) Grant Contracts, First and Third Districts, as follows:
 
a) Approve and authorize the Chair to execute a Coastal Resource Enhancement Fund (CREF) Contract with Channel Islands Restoration, for the period of June 17, 2014 to March 1, 2016, in the amount of $30,901.00, for the Santa Barbara Zoo Wetland Margin Enhancement Project, located in Santa Barbara, in the First District;

d) Determine that the allocation of the CREF grant for the Cabrillo High School Aquarium exhibits is exempt from California Environmental Quality Act (CEQA) pursuant to Section 15301(a) of the State Guidelines for the implementation of the California Environmental Quality Act.
