Title: HEARING - Consider recommendations regarding a Proposed Santa Barbara County Wine Improvement District (SBCWID), as follows: (EST. TIME: 30 MIN.) a) Hold a public meeting to allow public testimony regarding the formation of the SBCWID to levy a new business assessment on wine tasting facilities in Santa Barbara County pursuant to Section 54954.6 of the Government Code; and b) Determine that the above action is not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(5) of the CEQA Guidelines because it consists of an administrative activity of government that will not result in direct or indirect physical changes in the environment.
