Title
Consider recommendations regarding the Ocean Water Quality Monitoring Grant Agreement (State Water Board), as follows:
a) Adopt a Resolution to:
i) Approve, ratify, and authorize the County Health Director, or designee, to execute the Public Beach Safety Grant Agreement (No. D2514113) with the State Water Resources Control Board for a three-year period in the amount of $372,675.00, not to exceed $124,225.00 annually, for ocean water quality monitoring and public notification services related to the State Water Board’s Public Beach Water Safety Program for the period of July 1, 2025 through June 30, 2028 (Fiscal Years 2025-2026 through 2027-2028);
ii) Approve and authorize the County Health Director, or designee, to execute future amendments to the Grant Agreement (No. D2514113), if State funds are made available, including changes to the scope of work required under the grant provided that the additional award is within ten percent (10%) of the previous annual amount, upon review and concurrence by County Counsel’s Office, subject to the Board’s authority to rescind this delegation at any time; and
iii) Approve and authorize the County Health Director, or designee, to make and sign all required certifications and to submit any required documents, invoices, and reports required to obtain grant funding related to the Grant Agreement (No. D2514113); and
b) Determine that the recommended actions are not a “Project” within the meaning of the California Environmental Quality Act (CEQA) and are exempt pursuant to CEQA Guidelines Section 15378(b)(4), because it consists of the creation of governmental funding mechanisms or other governmental fiscal activities that do not involve any commitment to any specific project, which may result in a potentially significant physical impact on the environment.
