Title: Consider recommendations regarding the appointment of candidates to Special District Governing Boards in lieu of election, pursuant to California Elections Code Section 10515(a), as follows: a) Appoint in lieu of election those candidates who have filed a Declaration of Candidacy and are qualified to hold office. All candidates have filed a Declaration of Candidacy to run for office and meet the qualifications necessary to be appointed in lieu of election. The appointed candidates will take office on December 6, 2024; and b) Determine that the above action is not a project under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(5), because it consists of organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
