HEARING - Consider recommendations regarding the Department of Social Services Budget Adjustment and Request to Add 63 Positions, as follows: (4/5 Vote Required) (EST. TIME: 15 MIN.)
a) Adopt a Personnel Resolution effective September 16, 2013, adding 63 positions to the Department of Social Services (BU 5810) to facilitate the implementation of the Medi-Cal expansion resulting from the Federal Affordable Care Act (ACA), as well as an expansion to the CalWORKs program adopted in the 2013/2014 California State Budget, as follows:
i) Four (4.0 FTE) Administrative Office Professional I/II/III (7000/7001/7002; $2,545.00-$3,153.00/ $3,327.00-$4,121.00/$4,348.00-$5,386.00 approximately per month);
ii) Six (6.0 FTE) Career Employment Specialist/Specialist Senior (1416/1417; $2,915.00-$3,558.00/ $3,285.00-$4,010.00 approximately per month);
iii) One (1.0 FTE) Computer Systems Specialist I/II (2171/2174; $4,569.00-$5,577.00/$5,306.00-$6,478.00 approximately per month);
iv) Three (3.0 FTE) Department Business Specialist I/II (2177/2178; $4,564.00-$5,572.00/$5,301.00-$6,472.00 approximately per month);
v) Four (4.0 FTE) Eligibility Supervisor (3070; $3,198.00-$3,904.00 approximately per month);
vi) Thirty seven (37.0 FTE) Eligibility Worker I/II (3090/3091; $2,620.00-$3,198.00/$2,894.00-$3,533.00 approximately per month);
vii) Six (6.0 FTE) Eligibility Worker III (3092; $3,198.00-$3,904.00 approximately per month);
vii) One (1.0 FTE) Program/Business Leader - General (8027; $6,091.00-$10,032.00 approximately per month); and
viii) One (1.0 FTE) Utility Clerk - Departmental (7562; $2,627.00-$3,206.00 approximately per month)
b) Approve Budget Revision Request (BJE No. 0003101) to increase unanticipated revenue by $2,733,577.00 and salary and benefit appropriations by $2,733,577.00 to fund 53 positions this fiscal year for Medi-Cal's expansion; and
