Title: Consider recommendations regarding Fiscal Year 2013/2014 Phoenix Mental Health Contract Amendment, as follows: a) Approve and authorize the Chair to execute an Amendment to the Contract with Phoenix of Santa Barbara (a local vendor) for intensive residential mental health services, to increase the Contract by $12,217.00, for a total Contract not to exceed $934,153.00 through June 30, 2014; and b) Determine that the approval of the Amendment to the Contract is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3), finding that the activities are covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment, and where it can be seen with certainty that there is no possibility that the activities in question may have a significant effect on the environment, the activities are not subject to CEQA.
