Consider recommendations regarding the purchase of Live Scan Fingerprint Scanners, as follows: (4/5 Vote Required)
a) Authorize the Purchasing Agent to procure specialized fingerprint readers and associated equipment from MorphoTrust, Inc. for the Sheriff's Office without being required to conduct a formal bid process for the period ending June 30, 2014;
b) Approve Budget Revision Request No. 0003245 to increase appropriations of $51,000.00 in Sheriff Capital Outlay Fund for Fixed Assets funded by release of restricted fund balance for the purchase of two Touch Print 5300 automatic fingerprint readers plus equipment; and
c) Determine that the proposed action is not a "project" under the provisions of California Environmental Quality Act (CEQA), pursuant to State CEQA Guidelines Section 15378(b) (5), as it is a governmental administrative activity that will not result in direct or indirect changes in the environment.
