Consider recommendations regarding the Live Oak Camp Comfort Station Project No. 8456, Award of Construction Contract, Third District, as follows: (4/5 Vote Required)
 
a) Approve the plans and specifications on file in the Community Services Department for the Live Oak Camp Comfort Station Project, Project No. 8456 (the Project);
 
b) Approve Budget Revision No. 0003446 in the amount of $200,000.00 from the Capital Fund balance for completion of the Project;
 
c) Award a Construction Contract in the amount of $722,000.00 to the lowest responsible bidder, Pickard and Butters Construction, Inc. (not a local vendor), for the Project (the Contract), subject to the provisions of the documents and certifications as set forth in the plans and specifications applicable to the Project and as required by California law;
 
d) Approve and authorize the Chair to execute the Contract by and between the County and Pickard and Butters Construction, Inc. for the Project;
 
e) Authorize the Director of Community Services, or designee, to order changes or additions in the work being performed for the Project via change orders in the amount not to exceed $48,600.00 as authorized under California Public Contract Code Section 20142; and
 
f) Determine that the Project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 of the State Guidelines for the Implementation of CEQA which consists of the construction and location of limited numbers of new, small facilities or structures, and direct staff to file the CEQA Notice of Exemption on that basis.
