Title: Consider recommendations regarding a Memorandum of Understanding (MOU) with Allan Hancock College for Outstation Career Employment Specialist, as follows: a) Approve and authorize the County of Santa Barbara Department of Social Services Director to execute an MOU with Allan Hancock College (AHC), for the provision of co-locating a DSS Career Employment Specialist (CES) in North Santa Barbara County at the AHC CalWORK's (AHC-CW) Santa Maria Campus to administer the California Work Opportunity and Responsibility to Kids (CalWORK's)/Welfare to Work (WTW) program to provide easier access to program support and ensure stronger collaboration in the development of individualized student plans effective August 26, 2014; and b) Determine that the approval and execution of the MOU is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3), finding that the execution of the MOU is covered by the general rule that CEQA applies only to proj...

Consider recommendations regarding a Memorandum of Understanding (MOU) with Allan Hancock College for Outstation Career Employment Specialist, as follows:
 
a) Approve and authorize the County of Santa Barbara Department of Social Services Director to execute an MOU with Allan Hancock College (AHC), for the provision of co-locating a DSS Career Employment Specialist (CES) in North Santa Barbara County at the AHC CalWORK's (AHC-CW) Santa Maria Campus to administer the California Work Opportunity and Responsibility to Kids (CalWORK's)/Welfare to Work (WTW) program to provide easier access to program support and ensure stronger collaboration in the development of individualized student plans effective August 26, 2014; and
 
b) Determine that the approval and execution of the MOU is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3), finding that the execution of the MOU is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment, and where it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment, the activities are not subject to CEQA.
