Title

Acting as the Board of Directors, Flood Control and Water Conservation District:

Consider recommendations regarding the Mud Lake Basin Siphon Improvement Project, Phase II, Fourth District, as follows: (4/5 Vote Required)

a) Approve plans and specifications for the Mud Lake Basin Siphon Improvement Project, Phase II;

b) Award the Construction Contract for the Mud Lake Basin Siphon Improvement Project, Phase II, in the amount of $379,395.00 to the lowest responsible bidder Raminha Construction, Inc. (a Tri-County vendor), subject to the provisions of documents and certifications, as set forth in the plans and specifications applicable to the project and as required by law;

c) Approve and authorize the Chair to execute the Construction Contract upon return of the contractor's executed Contract documents, and the review and approval of the County Counsel, Auditor-Controller, and Risk Manager or their authorized representatives;

d) Authorize the Public Works Director or designee to approve changes or additions to the work being performed under the Construction Contract, in an amount not to exceed $31,469.75 for the Mud Lake Basin Siphon Improvement Project, Phase II;

e) Approve the Budget Request Revision (BJE 0003607) to release $150,000 in fund balance in the Orcutt Flood Zone to increase the appropriation for the Mud Lake Basin Siphon Improvement Project, Phase II; and

f) Find that the proposed Mud Lake Siphon Improvement Project, Phase II, consists of minor trenching and backfilling where the surface is restored in order to replace the siphon pipe at an existing facility and that the proposed project is therefore exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 14 CCR ? 15304 (f) minor alterations to land, and 14 CCR ? 15301 (d) existing facilities and that a CEQA Exemption for this project was approved by the Board of Directors and filed by the Clerk of the Board on July 1, 2014, t...
