Title
Consider recommendations regarding a Grant Application to California State Parks Division of Boating and Waterways for Quagga and Zebra Mussel Infestation Prevention Fee Grant Program, Third District, as follows:
 
a) Authorize the Director of the Community Services Department, or designee, to apply for a grant from the California State Parks, Division of Boating and Waterways, for the Quagga and Zebra Mussel Infestation Prevention Fee Grant Program;
 
b) Authorize the Director of the Community Services Department, or designee, to submit the grant application, including all required attachments and supporting documentation, for grant funding in the amount of $30,693.00 for the period July 1, 2015, to June 30, 2017;
 
c) Direct staff to return to the Board with the grant to accept the award of grant funds and approve and execute the grant Agreement as part of the Community Services Department's budget and work program request for Fiscal Years 2015-2016 and 2016-2017 if the grant is awarded; and
 
d) Determine that the submission of a grant application is not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the action is a creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant impact on the environment, and direct staff to file a Notice of Exemption.
