Consider recommendations regarding Fiscal Year 2015-2016 for Alcohol, Drug and Mental Health Services Behavioral Health Contract Renewals, as follows:
a) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with the Council on Alcoholism and Drug Abuse (a local vendor), for the provision of substance use disorder services and children's mental health services, for a total contract amount not to exceed $1,923,075.00 for the period July 1, 2015 through June 30, 2016;
b) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Mental Health Systems, Inc. (a local vendor), for the provision of adolescent mental health services and substance use disorder services, for a total contract amount not to exceed $995,481.00 for the period July 1, 2015 through June 30, 2016;
c) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Phoenix of Santa Barbara (a local vendor), for the provision of adult mental health services and substance use disorder services for dually-diagnosed adults, for a total contract amount not to exceed $1,193,425.00 for the period July 1, 2015 through June 30, 2016; and
d) Determine that the above actions are organizational or administrative activity of government that will not result in direct or indirect physical changes in the environment, pursuant to section 15378(b)(5) of the California Environmental Quality Act (CEQA) guidelines.
