Consider recommendations regarding the Acceptance of a Grant for the Spay-Neuter Program, as follows: (4/5 Vote Required)

 

a) Approve and ratify the acceptance of a $7,500.00 grant from the California Department of Food and Agriculture, subject to the conditions set forth in the grant application, to be used for spaying and neutering animals owned by individual members of the public;

 

b) Approve budget revision request No. 0004129 to increase line item accounts for “Services and Supplies” and “Other Services Revenue” by $7,500.00 for spay and neuter services; and

 

c) Determine that these activities are not the approval of a project subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the action is not a project as it is the creation of a government funding mechanism or other government fiscal activity, which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment, and direct staff to file the Notice of Exemption.
