Consider recommendations regarding a Waiver of Competition for the purchase of an Uninterruptible Power Supply Unit (UPS) for the Public Safety Dispatch Center, as follows: (4/5 Vote Required)
a) Authorize the Purchasing Agent to purchase the UPS for the Public Safety Dispatch Center in the amount of $28,320.00 from Eaton Corporation as sole source procurement without being required to conduct a formal bid process;
b) Approve Budget Revision Request No. 0004328 to appropriate $55,469.00 for the purchase of the UPS; and
c) Determine that the above actions are government fiscal activities or funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant impact on the environment, and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(4) of the CEQA guidelines.
