Title
Consider recommendations regarding Fiscal Year 2016-2017 Behavioral Wellness Mental Health Contracts, as follows:
a) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Community Action Commission (a local vendor), for the provision of children’s mental health services, for a total contract amount not to exceed $3,535,635.00 for the period of July 1, 2016 through June 30, 2019;
b) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Family Service Agency (a local vendor), for the provision of children’s mental health services, and substance use prevention services, for a total contract amount not to exceed $1,001,622.00 for the period of July 1, 2016 through June 30, 2017;
c) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Phoenix of Santa Barbara, Inc., dba Crescend Health (a local vendor), for the provision of adult mental health services and substance use disorder services for dually-diagnosed adults, for a total amount not to exceed $1,193,425.00 for the period of July 1, 2016 through June 30, 2017; and
d) Determine that the above actions are government fiscal activities or funding mechanisms which do not involve any commitment to any specific project which may result in potentially physical impact on the environment, and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(4) of the CEQA guidelines.
