Title: Consider recommendations regarding the Project Cooperative Agreement between the Cachuma Operation and Maintenance Board and the County of Santa Barbara to Design and Construct Crossing 8, on Refugio Road, County Project No. 862383, Third District, as follows: a) Approve and authorize the Chair to execute the Project Cooperative Agreement between Cachuma Operations and Maintenance Board and the County of Santa Barbara to Design and Construct Crossing 8 on Refugio Road; and b) Find that the proposed approval and authorization of this Project Cooperative Agreement, does not constitute a "Project" within the meaning of the California Environmental Quality Act pursuant to 14 CCR 15378 (b) (2) (continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making) and approve and direct staff to file the Notice of Exemption on that basis.
