Consider recommendations regarding the Children's Health Initiative, First Amendment to Service Contracts, as follows:
a) Approve, ratify, and authorize the Chair to execute a First Amendment to the Agreement between the Santa Barbara County Executive Office (CEO) and the Foundation of Santa Barbara Regional Health Authority, Inc. (dba Doorway to Health, an independent contractor), for the provision of transitional outreach, enrollment, and referral to other health insurance programs during the period July 1, 2016 through June 30, 2017. This First Amendment will add an amount, not to exceed $150,000.00 to the prior year's contract amount ($1,000,000.00);

(dba Doorway to Health, an independent contractor), for the provision of transitional outreach, enrollment, and referral to other health insurance programs during the period July 1, 2016 through June 30, 2017. This First Amendment will add an amount, not to exceed $150,000.00 to the prior year’s contract amount ($1,000,000.00);
b) Approve, ratify, and authorize the Chair to execute a First Amendment to the Agreement between the Santa Barbara Public Health Department (PHD) and the Foundation of Santa Barbara Regional Health Authority, Inc. This First Amendment will add an amount, not to exceed $25,000.00 to the prior year’s contract amount ($180,465.00); and
c) Determine that the above actions are governmental funding mechanisms and fiscal activities that do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment, and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(4) of the CEQA guidelines.
