Consider recommendations regarding U.S. Department of Labor Employment and Training Administration, notice of award, Federal Award Id. No. MI-28988-16-60-A-6, for the project entitled Summer Jobs and Beyond: Career Pathways for Youth, as follows: (4/5 Vote Required)
a) Approve and authorize the Director of the Santa Barbara County Department of Social Services, or designee, to execute the Grant Agreement for Federal Award Id. No. MI-28988-16-60-A-6 to receive $2,000,000.00 in Federal grant funding for the Summer Jobs and Beyond: Career Pathways for Youth project for the period starting May 20, 2016 and ending June 19, 2018;
b) Approve Budget Revision Request No. 0004649 to establish appropriations for Fiscal Year 2016-2017 of $1,499,385.00 in the Social Services Department in fund 0055 for salaries and benefits of $201,422.00, services and supplies of $1,047,335.00, and other charges of $250,628.00 funded by intergovernmental revenue-federal by Federal Award Id. No. MI-28988-16-60-A-6; and
c) Determine that the above recommended actions are not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)(4), finding that the project is a creation of a governmental funding mechanism or other government fiscal activity, which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
