Consider recommendations regarding designation of the Santa Barbara County Office of Arts and Culture to serve as the Santa Barbara County Partner in the California Arts Council’s State Local Partnership Program, as follows:
a) Adopt a Resolution that designates the Santa Barbara County Office of Arts and Culture to serve as the County partner in the State-Local Partnership Program (SLPP);
b) Adopt a Resolution that authorizes the County Office of Arts and Culture to submit an application to the California Arts Council for a Fiscal Year (FY) 2016-2017 SLPP grant and approves and authorizes the County Office of Arts and Culture to execute a grant agreement for the FY 2016-2017 if awarded by the California Arts Council;
c) Approve and authorize the Executive Director of the County Office of Arts and Culture or designee to execute the 2016-2017 SLPP grant agreement with the California Arts Council in a form substantially similar to the FY 2015-2016 grant agreement if the SLPP grant is awarded; and
d) Determine that the recommended actions are not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15378(b)(4), finding that the actions are not a project as they are the creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant impact on the environment, and direct staff to file the Notice of Exemption.
