Consider recommendations regarding a Change Order for Professional Services Agreement between the County of Santa Barbara and Amec Foster Wheeler for Continuation of Consultant Services for the Baron Ranch Trail Project, Third District, as follows: (4/5 Vote Required)

 

a) Approve and Authorize the County Purchasing Agent to execute a change order under purchasing contract CN19989 with Amec Foster Wheeler (Amec), a local vendor, in order to continue Consultant Services for Planning, Environmental Document Preparation and Permit Processing for the Baron Ranch Trail Project through July 31, 2017 and increase the purchasing contract by $20,137.00 for additional consultation services for a total purchasing contract amount not to exceed $27,337.00;

 

b) Approve Budget Revision Request No. 0004813 for completion of the planning, environmental document preparation and permit processing; and

 

c) Determine that the Project is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15262 and 15378(b)(4) of the State Guidelines for the Implementation of CEQA, finding that the activities involve only feasibility or planning studies for possible future actions which the Board has not approved, adopted or funded and are the creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant impact on the environment, and direct staff to file a Notice of Exemption.
