HEARING - Consider recommendations regarding approval of the Fiscal Year (FY) 2016-2017 Action Plan Substantial Amendment to add the Los Adobe de Maria III affordable housing project (Project), Fourth District, as follows: (EST. TIME: 30 MIN.)
a) Consider public comments relating to the use of federal HOME Investment Partnerships (HOME) funds for Los Adobes de Maria III Apartments (Project) and Substantial Amendment to the FY 2016-2017 Action Plan submitted during the 30-day public comment period, which began on October 8 and concludes at the end of the public hearing for the Project on November 8, 2016;
b) Approve a Substantial Amendment to the FY 2016-2017 Action Plan, which adds the use of $948,852.00 in federal HOME funds for the Project and up to $15,000.00 in Project-related soft costs incurred by the County, and direct staff to submit the Substantial Amendment to Housing and Urban Development (HUD); and
c) Determine that the approval of the amendment to the FY 2016-2017 Action Plan is not a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15378(b)(4), finding that the actions are not a project as they are the creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant impact on the environment, and direct staff to file a Notice of Exemption.
