Title: Consider recommendations regarding the Maddy Emergency Medical Services Fund Cottage Hospital Agreement, as follows: a) Approve and authorize the Chair to execute an Agreement with Santa Barbara Cottage Hospital to receive payment distributions from the Maddy Emergency Medical Services (EMS) Fund for partial compensation for providing trauma and emergency medical services to patients who do not make payments for emergency medical services which include the homeless, uninsured, or undocumented, for the period from January 1, 2017 through December 31, 2018 in an amount not to exceed $290,000.00; and b) Find that the proposed actions do not constitute a "Project" within the meaning of California Environmental Quality Act (CEQA), pursuant to Section 15378(b)(4) of the CEQA Guidelines, because they consist of the creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially sig...
