Title

Consider recommendations regarding a proposed Ordinance establishing a Non-Personal Cannabis Cultivation and Related Operations Registry Program, as follows:

b) Find that the proposed action is an administrative activity of the County, which will not result in direct or indirect physical changes to the environment and is therefore not a “project” as defined for the purposes of the California Environmental Quality Act (CEQA) under CEQA Guidelines sections 15378(b)(5). In addition, the proposed action is exempt from CEQA pursuant to CEQA Guidelines section 15061(b)(3) as covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment, and where it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment, the activities are not subject to CEQA.
