Title: Consider recommendations regarding a Memorandum of Understanding for Olive Mill Road and San Ysidro Intersection Improvement Projects, First District, as follows: a) Approve and authorize the Chair to execute the Memorandum of Understanding for Santa Barbara County Association of Governments to reimburse the City of Santa Barbara and County of Santa Barbara for the environmental and preliminary engineering phase of the Olive Mill Road Intersection and San Ysidro Road Intersection improvement projects, respectively, at a cost not to exceed $850,000.00; and b) Find that the proposed action does not constitute a "Project" within the meaning of California Environmental Quality Act, pursuant to 14 CCR 15378(b)(2) (continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making), and approve the filing of a Notice of Exemption on that basis.
