Title: Consider recommendations regarding the Sixth Amendment to a Contract with the City of Lompoc for Animal Services, as follows: a) Approve and authorize the Chair to execute the Sixth Amendment to the Agreement between the County of Santa Barbara and the City of Lompoc for Animal Services for the term of August 1, 2017 through June 30, 2018; and b) Find that the proposed action does not constitute a "Project" within the meaning of California Environmental Quality Act (CEQA), pursuant to Section 15378(b)(4) of the CEQA Guidelines, because it consists of the creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant impact on the environment, and direct staff to file a Notice of Exemption.
