Title

Consider recommendations regarding a request for waiver of competition in the procurement of replacement public safety handheld radios, as follows:

a) Authorize the Purchasing Manager to procure, without requiring a formal bid process, 305 tri-band public safety handheld radios with accessories from Motorola Solutions, for a total amount not to exceed $1,631,400.00, within Fiscal Year (FY) 2017-2018 and FY 2018-2019;

b) Approve a waiver of competitive bidding and find that procuring tri-band public safety handheld radios with accessories from Motorola Solutions is needed because they comply with modern and legacy standards for compatibility with existing countywide fire, emergency medical and law enforcement assets operating on conventional VHF and UHF frequencies and the pricing is comparable to other California Counties; and

c) Determine that the activity is not a “Project” under the California Environmental Quality Act (CEQA) and is exempt per CEQA Guideline Section 15378(b)(4), since the recommended actions are government fiscal activities which do not involve commitment to any specific project which may result in a potentially significant physical impact on the environment.
