Title

Consider recommendations regarding Fiscal Year (FY) 2018 - 2019 Agreements for Juvenile Probation Program Services, as follows:

 

a) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Family Services Agency (FSA) (a local vendor) to provide the Strengthening Families program to youth under Probation supervision and their families, in the Santa Maria and Lompoc geographic areas, with a total contract amount not to exceed $67,129.00;

 

b) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with The Council on Alcoholism and Drug Abuse (CADA) (a local vendor) to provide Multidimensional Family Therapy (MDFT), and Reasoning and Rehabilitation 2 (R and R2) - Short Version for Girls and Women to youth under probation supervision in the Santa Barbara region with a total contract amount not to exceed $77,000.00;

 

c) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Community Solutions Incorporated (CSI) (a local vendor) to provide Reasoning and Rehabilitation (R and R II) to youth under Probation supervision in the Santa Barbara, Santa Maria, and Lompoc geographic areas and at Los Prietos Boys Camp, with a total contract amount not to exceed $97,158.00;

 

d) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Good Samaritan Shelter (Good Sam) (a local vendor) to provide Reasoning and Rehabilitation 2 (R and R2) - Short Version for Girls and Women to youth under Probation supervision in the Lompoc and Santa Maria regions, with a total contract amount not to exceed $23,680.00;

 

e) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Community Action Commission (CAC) (a local vendor) to provide  Reasoning and Rehabilitation 2 (R and R2) - Short Version for Youth,  El Joven Noble groups, and to provide aftercare services and mentoring for high and medium risk male youth under probation supervision in Santa Barbara, Lompoc and Santa Maria regions, with a total contract amount not to exceed $200,732.00;

 

f) Authorize the Chief Probation Officer or designee to approve subsequent line-item budget changes to Attachment B-1 of each Agreement in an amount not to exceed 10% of the stated line-item budgeted amounts for each service, as long as the total contract amount of each agreement is not increased, and as long as the total budgeted amounts by each funding source are not exceeded; and

 

g) Determine that the approval of the agreements are exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline Section 15061(b)(3), finding that this activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment, and where it can be seen with certainty that there is no possibility that this activity may have a significant effect on the environment, the activity is not subject to CEQA, and direct staff to file a Notice of Exemption.
