Title: Consider recommendations regarding a first amendment to the agreement with Santa Ynez Valley, People Helping People, Fiscal Year (FY) 2017-2018, as follows: a) Approve, ratify and authorize the Chair to execute a retroactive First Amendment to the Agreement for Services of Independent Contractor with Santa Ynez Valley, People Helping People (a local vendor), to increase the maximum contract amount for FY 2017-2018 by $10,250.00 in Alcohol and Drug Program funds, for a new total contact amount not to exceed $151,250.00 for the period July 1, 2017 through June 30, 2018; and b) Determine that the above actions are government fiscal activities or funding mechanisms which do not involve any commitment to any specific project which may result in potentially physical impact on the environment, and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(4) of the CEQA guidelines.
