Title: HEARING - Consider recommendations regarding the Thomas Fire and 1/9 Debris Flow After-Action Report and Improvement Plan, as follows: (EST. TIME: 1 HR.) a) Receive and file the "Thomas Fire and 1/9 Debris Flow After-Action Report and Improvement Plan" from Hagerty Consulting, Inc. identifying areas of strength and considerations for improvement based on the lessons learned associated with the County's response to the Thomas Fire of December 2017 and the ensuing 1/9 Debris Flow of January 9, 2018; and b) Determine that these activities are exempt from California Environmental Quality Act (CEQA) review per CEQA Guideline Section 15061(b) (3), since it can be seen with certainty that there is no possibility that the activities may have a significant effect on the environment.
