Title: Consider recommendations regarding a Proposed Advocacy Support position on H.R. 279 (Carbajal) - California Clean Coast Act of 2019, as follows: a) Take a support advocacy position on H.R. 279 (Carbajal) - California Clean Coast Act of 2019 and direct staff to draft a letter stating the Board's support position to the congressional author, members of Congress including, but not limited to, the federal legislative delegation, and appropriate committee chairs; and authorize the Chair to sign said letter; and b) Determine that the recommended actions do not constitute a project subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(5), finding that the project is an organizational or administrative activity of governments that will not result in direct or indirect physical changes in the environment, and direct staff to file a Notice of Exemption.
