Title: Consider recommendations regarding the execution of State of California Homeless Emergency Aid Program (HEAP) Sub-recipient Agreements, First, Second, Fourth and Fifth Districts, as follows: a) Approve, ratify and authorize the Chair to execute sub-recipient agreements for the distribution of State of California HEAP with the following providers in the specified amounts: i) $2,000,000.00 to City of Santa Barbara (City SB) for the Santa Barbara Connect Home project; and ii) $653,852.00 to Good Samaritan Shelter (GSS) for the supportive services and navigation center portion of the Homeless Housing Navigation Project; and b) Determine that the recommended actions are not the acceptance and approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the project is a creation of government funding mechanisms or other government fiscal activities, which do not involve a...

Consider recommendations regarding the execution of State of California Homeless Emergency Aid Program (HEAP) Sub-recipient Agreements, First, Second, Fourth and Fifth Districts, as follows:

 

a) Approve, ratify and authorize the Chair to execute sub-recipient agreements for the distribution of State of California HEAP with the following providers in the specified amounts:

 

i) $2,000,000.00 to City of Santa Barbara (City SB) for the Santa Barbara Connect Home project; and

 

ii) $653,852.00 to Good Samaritan Shelter (GSS) for the supportive services and navigation center portion of the Homeless Housing Navigation Project; and

 

b) Determine that the recommended actions are not the acceptance and approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the project is a creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
