Consider recommendations regarding the California Department of Rehabilitation (DOR) Cooperative Program Fiscal Year (FY) 2019-2022 Revenue Agreement Transition-Age Youth (TAY) Vocational Rehabilitation Services, as follows:
a) Approve and authorize the Director of Behavioral Wellness to execute the cooperative Agreement No. 31020 with the State DOR, for Behavioral Wellness to coordinate and provide vocational rehabilitation services for TAY, for a multiyear cost reimbursement not to exceed $1,409,472.00 (with a local cash match requirement) for the period of July 1, 2019 through June 30, 2022;
b) Authorize the Director of Behavioral Wellness to execute any and all other documents required by the State DOR to carry out the multi-year grant Agreement, including contract certification, delegation of authority to request reimbursement of expenses, any data records required, and any subsequent amendments that do not change the amount or term of the grant; and
c) Determine that these activities are exempt from California Environmental Quality Act (CEQA) review per CEQA Guidelines Section 15378(b)(4) since the recommended actions are government fiscal activities which do not involve commitment to any specific project which may result in potentially significant physical impact on the environment.
