Consider recommendations regarding agreements for Services of Independent Contractors for the Reestablishment of Road Rights of Way in Storm Damage Sites from Declared Event 18STM1 (Phase 2), First District, as follows:

a) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with Stantec Consulting Services Inc., (a local vendor), 111 E. Victoria Street, Santa Barbara, CA 93101, to establish Rights of Way in Storm Damage Sites from Declared Event 18STM1 (Phase 2), Sub-Phases A and B in an amount not to exceed $690,200.00;

b) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with DeWalt Corporation, (a non-local vendor), 1930 22nd Street, Bakersfield, CA 93301, to establish Rights of Way in Storm Damage Sites from Declared Event 18STM1 (Phase 2), Sub-Phase C in an amount not to exceed $130,400.00;

c) Authorize the Director of Public Works, or designee, to approve amendments to the agreement with Stantec Consulting Services Inc. to increase the amount of the Agreement up to a 10 percent contingency amount not to exceed $69,000.00, for services within the scope of the Statement of Work of the Agreement, for a total Agreement amount not to exceed $759,200.00;

d) Authorize the Director of Public Works, or designee, to approve amendments to the Agreement with DeWalt Corporation to increase the amount of the Agreement up to a 10 percent contingency amount not to exceed $13,000.00, for services within the scope of the Statement of Work of the Agreement, for a total Agreement amount not to exceed $143,400.00; and

e) Determine that the above recommended actions are exempt from the California Environmental Quality Act, pursuant to 14 C.C.R., Section 15301(c), which consists of the operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use...
