Title

Consider recommendations regarding East Mountain Drive Temporary Bridge at Cold Springs Creek, County Project No. 862420, First District, as follows:

 

a) Approve the plans and specifications for Construction of East Mountain Drive Temporary Bridge at Cold Springs Creek;

 

b) Award the construction contract in the amount of $197,920.00 to the lowest responsible bidder, CalPortland Construction (a local Vendor), PO Box 1280, Santa Maria, CA 93456, subject to the provision of documents and certifications as set forth in the specifications applicable to the project, as required under California Law;

 

c) Approve and authorize the Director of Public Works or designee to approve change orders for supplemental work items in an amount up to $14,000.00 and a contingency amount up to $21,192.00 for a total not to exceed authorization of $233,112.00; and

 

d) Determine the project was found by the Board to be exempt from the provisions of the California Environmental Quality Act pursuant to guideline section 15269. Emergency Projects, (d) Projects undertaken, carried out, or approved by a public agency to maintain, repair, or restore an existing highway damaged by fire, flood, storm, earthquake, land subsidence, gradual earth movement, or landslide, provided that the project is initiated within one year of the damage occurring. This exemption does not apply to highways designated as official state scenic highways, nor any project undertaken, carried out, or approved by a public agency to expand or widen a highway damaged by fire, flood, storm, earthquake, land subsidence, gradual earth movement, or landslide. A Notice of Exemption was filed on that basis on January 9, 2019, and the proposed action is within the scope of the above referenced Notice of Exemption.
